Premier Tells Graduates Greater Autonomy Has Driven Educational Progress

Premier and Minister of Finance, Dr. Natalio Wheatley used the graduation ceremony for the Elmore Stoutt High School (ESHS) Class of 2026 to deliver a pointed message on the British Virgin Islands' constitutional future, pointing out that the Territory's educational achievements demonstrate the benefits of greater self-governance.

Addressing 181 members of the class of 2026 at the Multi-Purpose Sports Complex on Thursday, June 25, the Premier linked the success of the graduating class to the ongoing constitutional reform negotiations between the Virgin Islands and the United Kingdom.

Speaking directly to the graduates, Dr. Wheatley said the opportunities they enjoy today were made possible because Virgin Islanders had been entrusted with greater responsibility over their own affairs.

"Some have regretfully promoted that we cannot be trusted to govern ourselves, but the Elmore Stoutt High School is a powerful reminder that whenever we have been given the opportunity to have more control of our own lives, our people have benefited," the Premier said.

He continued, "Class of 2026, you have benefited from that further autonomy. Do not turn your back on the future generations seeking advancement rather than stagnation."

The remarks come as the Virgin Islands Government prepares to have discussions with the United Kingdom on constitutional reform, with the Territory seeking greater authority over its internal affairs while the UK has maintained that governance reforms and accountability measures remain essential following the findings of the Commission of Inquiry (CoI).

Using the Territory's education system as an example, Dr. Wheatley reflected on the evolution of public education in the Virgin Islands, noting that formal government-administered secondary education only became possible after the introduction of the ministerial system nearly six decades ago.

"There was a time in our history when there was no formal Government-administered education," he said. "We relied on the generosity of the Methodist and Anglican Churches to educate our children."

He added that access to secondary education was once limited to only a small number of students until constitutional changes allowed elected Virgin Islands leaders to shape educational policy.

"It was only with the introduction of the ministerial system, which we will commemorate next year with its 60th anniversary, and the leadership of our first Chief Minister and first Minister of Education, H. Lavity Stoutt, that every citizen of the Virgin Islands had the opportunity to have a Government-administered secondary education," the Premier said.

The Premier told graduates that education remains central to nation-building, quoting the Territorial Song as he encouraged the students to recognize their role in shaping the future of the Virgin Islands.

"Educating your people is the golden key to maintain the success of this Territory," he said. "This nation's success has been built on the foundation of a solid education."

The Premier's comments were delivered against the backdrop of another record-setting academic year for Elmore Stoutt High School.

Of the 181 graduates, 48 earned High Honours and another 86 graduated with Honours, meaning nearly 73 percent of the Class of 2026 received academic distinctions. More than 100 students also completed courses carrying college credit through the H. Lavity Stoutt Community College, while the school achieved a 100 percent graduation rate among its male students.

The school's academic dominance was further reflected in the Territory's top-performing students, with all of the Top 10 graduates across the Virgin Islands coming from ESHS.
