A Virgin Islands delegation participated in the 48th Commonwealth Parliamentary Association Regional Conference in Ocho Rios, Jamaica, from 31 August to 4 September.
Deputy Speaker Hon. Dr. Karl Dawson led the delegation, which included Opposition Leader Hon. Marlon Penn, Hon. Ronnie Skelton, Hon. Melvin Turnbull, Deputy Clerk Linton Leonard and House of Assembly Secretary Shakiara Cupid.
According to the House of Assembly, the conference reinforced the Territory’s commitment to regional collaboration and institutional innovation.
“Attending this year’s CPA Regional Conference was timely and transformative,” Dawson said. “As we modernise for the digital age, we must uphold accountability, inclusivity and public trust while strengthening parliamentary democracy for future generations.”
Held under the theme “Strengthening Parliaments in the Digital Age”, the five-day conference examined parliamentary modernisation, artificial intelligence governance, accessibility for persons with disabilities, youth participation and women’s empowerment in political life.
Jamaica’s Prime Minister, Dr. the Most Honourable Andrew Holness, delivered the keynote address, highlighting the role of parliaments in regional cooperation, democratic resilience and good governance.
Leonard also attended the 19th Presiding Officers and Clerks Conference, where discussions covered capacity building, institutional oversight, financing and inter-parliamentary networking.
The conference ended with member jurisdictions renewing their commitment to building more resilient, inclusive and digitally equipped parliamentary institutions.
