Govt Launches Medium Term Development Strateg

(PLTM) - GIS - The Government of the Virgin Islands has launched the 2025 Medium-Term Development Strategy (MTDevS), to guide the Territory’s growth and development, in alignment with the National Sustainable Development Plan (NSDP).

The three-year strategy was established as a stand-alone document separate from the Medium-Term Fiscal Plan, and serves as the government’s primary tool for implementing the National Sustainable Development Plan.

This alignment ensures that the Virgin Islands’ fiscal policies, capital projects, and development initiatives support not only immediate sustainability but also the long-term prosperity of the Territory.

Premier and Minister of Finance, Honourable Dr. Natalio Wheatley, outlined the importance of this new approach during his 2025 Budget Address, stating that the Medium-Term Development Strategy is his government’s roadmap to realising the aspirations of the National Sustainable Development Plan.

The Premier said, “It acts as a comprehensive blueprint, detailing the strategic projects and investments critical to achieving our six National Development Goals and 17 key National Outcomes. This alignment ensures that our government expenditure contributes to fiscal stability while advancing our broader vision of sustainable development.”

Premier Wheatley also noted that the Medium-Term Development Strategy directly links the National Sustainable Development Plan's vision to the priorities and actions of individual ministries.

“The plan’s implementation is closely integrated with each ministry's priorities, creating a unified approach to achieving national development objectives,” the Premier said, adding, “The Medium-Term Development Strategy also aims to guide government actions over a three-year budget cycle, ensuring that national development priorities are reflected in the allocation of resources.”

The strategy is also expected to foster economic resilience, environmental protection, and social well-being for current and future generations in its focus on sustainable development.

The Ministry of Tourism, Culture, and Sustainable Development is leading the execution of the National Sustainable Development Plan, and ensuring that the strategic priorities of the Government of the Virgin Islands are coordinated and harmonised across all sectors. The plan is accessible through the ministry’s official website.

The Government of the Virgin Islands encourages the public, civil society, and private sector stakeholders to engage with the National Sustainable Development Plan (NSDP) to better understand its vision, goals, and outcomes. The plan also serves as the foundation for the Medium-Term Development Strategy and provides detailed guidance on how national development will unfold over the coming years.
