Government Allocates $76.2 Million to Advance Education, Youth, and Sports Development

The Government of the Virgin Islands has earmarked $76.2 million in the 2026 Budget to enhance education infrastructure, empower educators, and strengthen youth and sports programmes across the Territory.

(PLTM) - The Government of the Virgin Islands has allocated $76.2 million to the Ministry of Education, Youth Affairs and Sports as part of the 2026 Budget, reinforcing its commitment to improving educational infrastructure, professional development, and youth engagement initiatives.

The allocation supports a multi-year agenda focused on modernizing schools, enhancing teacher training, promoting inclusive education, and expanding sports and youth programmes throughout the Territory.

Education Infrastructure and Modernization

Major rehabilitation projects were completed across several schools to improve structural safety, accessibility, and climate resilience. These upgrades included roofing reinforcement, standardised doors and windows, improved plumbing and electrical systems, and upgraded playgrounds and sports facilities.

The Eslyn Henley Richiez Learning Centre, the first purpose-built special education school in the OECS, was recently completed, marking a milestone in inclusive education. Designs for the new Althea Scatliffe Primary School are expected to be finalized in 2025, with construction planned for 2026. Additional plans include a vocational and technical secondary school on Tortola’s eastern end and dormitory facilities at H. Lavity Stoutt Community College to increase access to tertiary education.

Teacher Development and Learning Resources

The Ministry continues to prioritize educator development and resources identified through consultations with teachers. Investment areas include school infrastructure, learning materials, and professional training. Under a new partnership with Walden University, the Government will fund 90 percent of tuition costs for educators pursuing degrees in education to strengthen instructional quality and student outcomes.

Technology and STEAM Education

Schools continue to benefit from enhanced access to digital tools, including interactive smart boards, robotics kits, computer labs, and music and learning platforms. The Full STEAM Ahead initiative expanded student engagement in robotics, coding, and problem-solving. Team BVI’s participation in the FIRST Global Robotics Competition resulted in a 42nd-place global ranking among 181 countries and the top position in the OECS region.

Inclusive and Climate-Ready Learning Environments

In 2026, the Ministry plans to focus on creating climate-resilient and inclusive school environments. Projects will address air quality, water management, and electrical upgrades to support smart classrooms. Support for neurodiverse learners will expand through the establishment of sensory rooms, adaptive tools, and additional specialized staff.

Youth Development and Sports

The Ministry will continue developing programmes that foster youth empowerment, sportsmanship, and artistic expression. Expanded investments aim to build discipline, teamwork, and confidence among young people, while providing improved access to mentorship and restorative opportunities.

Through continued investments in education, training, inclusion, and youth development, the Government seeks to strengthen the foundations for a resilient and forward-looking Virgin Islands.
