
(PLTM) - The Ministry of Communications and Works has been allocated approximately $101.3 million under the Government’s 2026 Budget, which totals $550.6 million. The funding will support a series of programmes and projects aligned with national development priorities.
Premier and Minister of Finance Dr. the Honourable Natalio Wheatley, in his 2026 Budget Address themed “Pillars of Progress: Building a Sustainable Nation,” said the allocations were determined through careful financial planning to ensure that each ministry is adequately resourced while maintaining compliance with fiscal management requirements and legislative obligations.
According to the Premier, the Ministry’s funding will be directed toward initiatives in energy, water, transport, and technology, aimed at strengthening infrastructure, improving efficiency, and supporting sustainable growth across the Virgin Islands.
Water Infrastructure The Premier noted that the Government, through the Ministry of Communications and Works, is prioritizing the rehabilitation of the water distribution system after years of underinvestment. An assessment conducted in partnership with Operators Without Borders, a Canadian non-profit organization, found that several components—including pump stations, valves, and fittings—require replacement. Procurement processes are underway to address these needs and ensure reliable water service.
Transportation Development Significant investment will also support the expansion of the Terrance B. Lettsome International Airport, which is expected to enhance operational capacity, safety, and efficiency. The project, guided by a business case developed by KPMG, includes a 7,000-foot runway extension to accommodate larger aircraft and facilitate direct flights from major destinations. Construction is expected to begin in 2026, following the identification of qualified partners through an Expression of Interest process.
Road Rehabilitation Ongoing efforts to upgrade and rehabilitate the Territory’s road network are progressing. The Paraquita Bay to Hodge’s Creek route is nearing completion and will be fully paved before year-end, with upgrades to include new water transmission lines and electrical conduits. Additional works are advancing through procurement stages for Sea Cow’s Bay, Fort Hill, Ridge Road, Windy Hill, Mount Healthy, and Sabbath Hill, while projects have commenced in Greenland, Shepherd’s Hill, and Georges Hallow.
